I received the M.S. degree (summa cum laude) in Mathematics and Mechanics from Yerevan University, Ph.D. in Mathematics and Physics degree from the Steklov Institute of Mathematics of the Academy of Sciences of the USSR in 1975. I also received the Computer Science Diploma (US Equivalent-Ph.D. in Computer Science) in 1979, and Doctor of Engineering Sciences from the Computer Center Academy of Sciences of the USSR in 1985.
I was an Engineering Professor at The College of Staten Island of The City University of New York and at the Graduate Center of The City University of New York, during my leaves from 2001 to 2002. I was a Visiting Professor in the Dept. of ECE at Tufts University (1993-1997), and the Senior Scientist at the AWARE, INC, Bedford, MA, and (1996-1997). I was a Visiting Professor at Tampere University of Technology, Finland, (1991 and 1992). I have served as a Chairman of the Department of Computation and Digital Signal Processing, National Academy of Sciences of Armenia and Yerevan State University, Armenia, (1979 –1990), and The President of the ARMINIM/Information Technology, INC. Armenia, (1990 – 1993). I was a Professor in the Department of Computer and Information Systems at Yerevan State University, (1986–1993). Furthermore, I was an Associate/Full Professor in the Department of Electrical and Computer Engineering at Yerevan Polytechnic Institute, (1981-1986), and an Assistant/Associate Professor in the Department of Computer Science at Yerevan State University, (1974 –1981). I have also served as an Invited Lecturer in the United States, Japan, Germany, Finland, Hungary, Russia, Poland, Yugoslavia, Singapore, Czechoslovakia (more than 50 universities), as a Lecturer of several short courses, and as a consultant to numerous organizations.
In 1997 I joined the College of Engineering, University of Texas at San Antonio, where I am currently Peter T. Flawn Distinguished Professor of Electrical and Computer Engineering and Head of the Multimedia and Mobile Signal Processing Laboratory. I am also Graduate Faculty of the Texas University Health Science Center at San Antonio.
I have supervised 21 Ph.D. students and 54 M.S. students. At present, I am supervising 2 Ph.D. students, and 12 graduate and undergraduate students thesis and projects. Recently my graduate and undergraduate students won the following prizes and awards: Tom Baran (Tufts undergraduate student) second and third price - 2003 and 2004; Ben Rodriguez (University of Texas at San Antonio, graduate student) 1st Place ($2,200) International Symposium and Career Fair in Austin, Texas – For the Excellent Technical Paper.
I was awarded: MAEStro Educator of the Year Award, 2004, Society of Mexican American Engineers and Scientists; President's Annual Outstanding Research Award, The College of Staten Island, The City University of New York, (2001). I was nominated: Outstanding Research Award - UTSA, 2002, 2003, and 2004 (representing EE Department). A collaborating work with Prof. Karen Panetta (Tufts University) was awarded Best Research and Presentation Diploma, NASA Annual conference, FL, (1998).
At present, I am a member of the Optical Society of America, a member of the American Society for Engineering Education (ASEE), a senior member of the IEEE Signal Processing Society, and an IEEE Admission and advancement committee member. Also, I am an associate editor of the "Journal of Real-Time Imaging", the "Journal of Electronic Imaging", and an editorial board member of the journal “Pattern Recognition and Image Analysis”. I have served as a member of the program committee, and as the Session Organizing Chair for more than 45 national and international conferences.
